In the newly revised Environmental Protection Law, enterprises are required to identify and take major responsibility of environmental protection. However, according to the current practical situation of environmental protection management, there are still many problems at the basic level of environmental protection, such as lack of management ability, large amount of management objects with complicated types, inconsistency of authority and responsibility, etc. As for enterprises, their awareness of taking the major responsibility of environmental protection is weak while their ability of environmental protection is inadequate. These problems and deficiency all bring great challenges on the environmental protection department at basic level.
To increase professional knowledge and technical level of environmental managers in enterprises and help enterprises achieve the abilities of taking responsibility and managing behaviors, DOBE developed ‘Enterprises Environmental Protection Managers Training and Certificate System’ and relative curriculum. We also started an initial cooperation with SIP (Suzhou Industrial Park) to promote this third party training and qualification certificate system. The certificate system divides environmental managers into three levels (elementary, intermediate, advanced) according to their ability evaluation results, work experience and environmental performance of the company they served. This system links the certificate of environmental managers to their performance in companies, which drives environmental managers to better control companies’ behavior on environmental protection. In addition, the certificate can help enterprises acquire the real ability of their environmental managers, thereby precisely recruiting environmental managers that meets the companies’ requirements.
This system is the first third party training and qualification certificate for enterprise environmental managers in China. Besides, the system will also become the first certificate using the institution of‘Dynamic Track Adjustment’.
